The graph is a visualization of trends in the enrollment rate and the corresponding learning outcomes for the 15 states in India. The average enrollment rate as well as the average learning outcomes in state run schools have gone down in almost all the states taken under observation with a few exceptions. On the other hand, privately owned schools have seen a rise in the average enrollment rate and a marked increase in the average learning outcomes.
